Prior consultation agreement with Ryukoku University 龍谷大学との事前協議制

On 6 March 2007, along with a grievance system, we negotiated a Jizen Kyogi (prior consultation) agreement with Ryukoku University

- In case of a disadvantageous change in the working conditions of a member of the General Union, Ryukoku University will confer with the General Union before making a decision. - In case of important changes such as a non-renewal of a contract or a major cut in koma because of a far-ranging change in the curriculum, Ryukoku University will, as far as possible, confer with the General Union by the end of September. FULL TEXT OF THE LABOUR AGREEMENT: Arrangement With Regard to Handling of Grievances and Prior-Consultation Educational Trust Ryukoku University (Hereinafter ‘A’) and the General Union (Hereinafter ‘B’) have agreed to the following items regarding process for handling of grievances and a Prior-consultation system. We hereby exchange documents and mutually confirm this. I. Regarding Handling of Grievances When a teaching staff member raises a grievance to ‘A’ over working conditions through ‘B’, in order to solve the grievance in a speedy and suitable manner, it will be dealt with in the following way: 1. Filing of the Grievance ‘B’ may mediate for an agreement with ‘A’ regarding a grievance against ‘A’ of a teaching staff member employed by ‘A’ (hereafter referred to as ‘concerned party’) through ‘A’'s General Affairs Department. (1) The reason for the grievance (2) Desired solution (3) The name and workplace of the party to the grievance 2. The Scope of the Grievance The scope of the grievance with this system shall be as follows: (1) Grievance regarding personnel. (2) Grievance regarding daily working conditions. 3. Handling of the Grievance ‘A’ will, regarding the filed grievance, carry out hearings, etc. over the circumstances with the related parties, and will quickly report to ‘B’ the first findings of the investigation. Furthermore, ‘A’ will deal with the matter fairly and seriously, and will try to settle the matter swiftly and appropriately. II. Prior Consultation In case of a disadvantageous change in the working conditions of a member of ‘B’ , ‘A’ will confer with ‘B’ before making a decision.
